Referring to our previous letters re the seizure of

raw opium at Swatow, we understand that the opium seized has not

yet been released.

We are also informed that there was a similar seizure of Indian opium recently at Chin Hean near Macao but on the intervention of the Commissioner of I.M. Customs at Lappa, who we understand maintained that the opium having paid duty and likin could not be subjected to further taxation while in transit,

the opium was returned to the owner.
